I like this quote by Greg Smythe:

"The Ombudsman's Report on Early French Immersion showed that the Deputy Minister of Education, John Kershaw, and his underling, David Roberts, were hatching, in the words of their e-mail, :"a plan to operationalize the elimination of early immersion" long before the 'independent' review that was commissioned to study French instruction."

This reminded me several years ago when the former Ontario PC education minister, John Snobelen, suggested that a crisis in education needed to be created.
